Ham Shirvani
Dr. Hamid Augustine Shirvani is Chancellor of the North Dakota University System.

In this capacity he oversees the operation of an 11-campus system with a budget of $1.4 billion, and 18,000 employees. Dr. Shirvani has been in higher education for 33 years, with 25 years in senior executive leadership and management posts.

Prior to assuming his current position, he served as President of California State University, Stanislaus; Provost and Executive Vice President at Chapman University; Vice President for Graduate Studies and Research at Queens College of the City University of New York; Dean of the College of Arts and Sciences at the University of Massachusetts, Lowell; and Dean of the College of Architecture and Planning at the University of Colorado at Denver. In addition, he has served on the faculties of the State University of New York at Syracuse and Pennsylvania State University. He holds a Ph.D. and M.A. from Princeton University, an M.L.A. from Harvard University, a M.S. from Rensselaer Polytechnic Institute, and is a graduate of the Polytechnic of Central London.

Dr. Shirvani is internationally well known for his contributions to the fields of architecture and urban design and planning. He has authored three books-Design Review Process (1981), The Urban Design Process (1985), Beyond Public Architecture (1990)-as well as several dozen papers in various refereed and professional journals and several dozen papers at national and international conferences. His books have been used as major texts in classrooms throughout the United States and abroad. In particular, The Urban Design Process, which has been translated into four languages, is a major classic on the subject. In addition, Dr. Shirvani served as editor and/or on the editorial board of numerous scholarly and refereed journals in architecture, urban design, and planning.

He is a Fellow of the Royal Society of Arts, Fellow of the World Academy of Arts and Sciences, Recipient of Special Commendation by the American Institute of Architects, Recipient the Seikyo Culture Award of Japan and is named the Paul Harris Fellow by Rotary International for his meritorious public service. In 2007 and again in 2009, the statewide student government body of the 23-campus California State University system recognized Dr. Shirvani as "President of the Year." In October of 2004, he was awarded the Equestrian Order of the Holy Sepulchre of Jerusalem and was invested as a Knight of the Holy Sepulchre. Additionally, he was invested as a Knight in the Order of Malta in 2009. Dr. Shirvani has served, and is currently serving, on numerous public, not-for-profit, and corporate boards.

Rebecca Duben, B.A.S.
Executive Assistant to the Chancellor


Rebecca Duben
Rebecca Duben is the University System's executive assistant to Chancellor H.A. Shirvani. Duben helps to conserve the chancellor's time by maintaining his calendar, managing communication and visitors and arranging his activities and services.

Duben has been with the NDUS since 2002. Along with being administrative support staff for the NDUS office during this time, she has also worked specifically as the State Board of Higher Education secretary, academic and articulation and transfer assistant and most recently the assistant to the vice chancellor for academic and student affairs. Prior to joining the NDUS, Duben worked as an administrative assistant for the Department of Public Instruction.

Duben earned an associate's degree in administration from Bismarck State College and a Bachelor of Applied Science degree from Dickinson State University.

John Haller, Ph.D.
Interim Vice Chancellor for Academic and Student Affairs


John Haller
John Haller is the University System's interim chief academic and student affairs officer. He chairs the Academic Affairs and Student Affairs councils and serves as the NDUS liaison to the Council of College Faculties and North Dakota's Experimental Program to Stimulate Competitive Research.

Dr. Haller is well known for his significant work in the area of history and medical humanities. He is the author of numerous books and articles.

From 1990 until his retirement in 2008, Dr. Haller served as Vice President for Academic Affairs for the Southern Illinois University System and as Professor of History and Medical Humanities at Southern Illinois University-Carbondale. His previous academic administrative positions were at Indiana University, California State University at Long Beach, and the University of Colorado.

Laura Glatt, M.B.A., C.P.A.
Vice Chancellor for Administrative Affairs


Laura Glatt
Laura Glatt is the University System's chief financial and administrative officer. She is responsible for developing policy and coordinating services for financial and capital planning and budgeting, accounting, system human resource services, state financial aid programs and information technology.

Glatt is a certified public accountant and holds a bachelor's degree in accounting and a master's degree in management from the University of Mary, Bismarck. Prior to assuming this position in 1994, Glatt served as NDUS director of finance. She also worked as a management and fiscal analyst for the North Dakota Office of Management and Budget and as a controller for the State Treasurer's Office.

Randall Thursby, B.B.A.
Chief Information Officer


Randall_Thursby
As CIO for the North Dakota University System, Randall Thursby oversees information technology services that provide administrative, academic, research and learning technologies throughout the University System.

Thursby retired as vice chancellor for information and instructional technology and chief information officer for the University System of Georgia Board of Regents in May 2006. In July 2006, he began work for the North Dakota University System bringing 35 years of experience in university system information technology.

Claire Holloway, J.D.
General Counsel


Claire Holloway
Claire Holloway is the University System's General Counsel. She oversees the provision of legal services to the State Board of Higher Education, the Chancellor, NDUS staff and NDUS institutions. Ms. Holloway is a native North Dakotan and was raised in Minot. She began her legal career in the Washington, DC office of Latham & Watkins, a leading law firm with offices around the globe. She also practiced at the law firm of Powers Pyles Sutter & Verville before joining the legal department of AstraZeneca's biologics division. After more than a decade of practice in the DC area, she returned to North Dakota and worked at the Bismarck law firm of Zuger Kirmis & Smith before she joined the University System. Ms. Holloway received her Bachelor of Science from Vanderbilt University and was inducted into the Phi Beta Kappa honor society at that school. She received her Juris Doctor from the University of Michigan Law School.

Linda Donlin, M.S., B.S.
Director of Communications and Media Relations


Linda Donlin
Linda Donlin is the University System's director of communication and media relations. She oversees communications with diverse NDUS audiences across the system and with the public. She previously worked at Mayo Clinic in Rochester, Minn. as public affairs manager, where she was responsible for strategic communication with various audiences including the Board of Trustees, Board of Governors, 58,000 employees across Mayo's campuses and the public. Donlin is a native North Dakotan and also worked as director of communications and public relations at MDU Resources Group, Inc., and as senior editor at Basin Electric Power Cooperative, both in Bismarck. She has a master's degree in management with a human resources emphasis and a bachelor's degree in business management with a minor in public relations, both from the University of Mary in Bismarck.

Kirsten Franzen, J.D.
Chief Compliance Officer


Kirsten Franzen
Kirsten Franzen is the University System's Chief Compliance Officer. As CCO, Franzen is responsible for monitoring the University System to ensure its actions are compliant with all policies, procedures, laws, and other regulations.

Before joining NDUS, Franzen was a litigator for the North Dakota Office of Attorney General where she focused on employment law, constitutional issues, and risk management. She also provided legal counsel and guidance to nearly 150 agencies, boards, and educational institutions employing approximately 14,869 employees.

Franzen began her legal career clerking for the Hon. Daniel J. Crothers of the North Dakota Supreme Court. Franzen graduated with distinction from the University of North Dakota School of Law and holds a bachelor's degree in English from Carleton College.

Noah Brisbin, J.D.
Special Assistant to the Chancellor


Noah Brisbin
Noah Brisbin is the Special Assistant to the Chancellor of the University System. In this capacity, he conducts research and analyzes data to prepare special studies, reports, and recommendations for the Chancellor. He also prepares correspondence and other documents, processes administrative details, and otherwise represents the Chancellor as necessary to communicate system goals and directives and assure timely and compliant action.

Brisbin holds a Juris Doctor and a Bachelor of Arts in Economics and English, both from the University of North Carolina at Chapel Hill. He has previously served at the United States Bankruptcy Court, the United States Attorney's Office, and the North Carolina Court of Appeals.

Bill Eggert, B.A.
Director of Internal Audit and Risk Assessment

Bill Eggert
Bill Eggert is the University System's director of internal audit and risk assessment. He works with the 11 institutions and the NDUS Office to develop a consistent internal audit methodology and a consultative approach for identifying potential risks and the corresponding controls throughout the University System.

Prior to joining the NDUS in 2011, Eggert was a senior manager and part of the partner development program at Baker Tilly LLP in Chicago. He also worked for US West Financial Services in Denver and UnitedHealth Group, Arthur Andersen LLP, Protiviti Consulting and Virchow Krause LLP, all in Minneapolis. Eggert earned a bachelor's degree in business administration from Minot State University.
