Professional Student Exchange Program

The Professional Student Exchange Program (PSEP) provides access to out-of-state institutions for North Dakota residents wanting to enter dentistry, optometry, and veterinary medicine programs. These professional programs are not offered in North Dakota.

The North Dakota legislature appropriates funds to the North Dakota University System for the purpose of securing space for North Dakota residents interested in entering the colleges of dentistry, optometry, and veterinary medicine. The State has established contractual relationships with the Western Interstate Commission for Higher Education (WICHE), Iowa State University, and the University of Minnesota regarding these programs. To ensure optimum opportunities for admission to the professional programs, students are encouraged to apply to all those in which they meet the school's admissions requirements.

Under both the WICHE and Iowa State University agreements, the State of North Dakota purchases a selected number of slots in the eligible programs. Students pay resident tuition rates at participating public colleges and universities and substantially less than the full standard tuition rate at private institutions.

The number of students supported under the PSEP Program is dependent upon legislative appropriations. Therefore, not all applicants admitted to the institution of their choice will receive support under this Program.

Students interested in applying for the PSEP Program may download the application and accompanying forms below or contact the North Dakota University System office to obtain an application form. Please note the application deadline for PSEP eligibility is October 15 of the year prior to the year of enrollment in the professional program. Students are encouraged to apply for PSEP support prior to applying for admission.
