North Dakota/Minnesota Reciprocity September 25, 2009 The North Dakota/Minnesota reciprocity program is a program of student exchange that has existed since 1975. The purposes of the Program are to continue to improve post-secondary education opportunities for North Dakota and Minnesota residents and to achieve improved effectiveness and economy in meeting the post-secondary education needs of those residents through cooperative and efforts by the two neighboring states. Students generally pay the higher of the two states tuition rates. Thus, North Dakota students attending Minnesota campuses pay the Minnesota rate while Minnesota students attending North Dakota campuses also pay the Minnesota rate, which is generally higher than the North Dakota rate. North Dakota residents interested in attending public colleges and universities in Minnesota can now apply for reciprocity on-line for the 2008-09 or 2009-10 academic year. If a student wishes to complete a paper application for 2008-09 or 2009-10, they can print out the application form from the (Adobe Acrobat) file shown below or contact the North Dakota University System office to obtain an application.
