North Dakota State Approving Agency June 11, 2009 After World War II, Congress requested the Chief Executive of each state to designate a state agency that would provide regular, in-depth, and frequent oversight of education and training programs being offered to veterans and other eligible persons under the G. I. Bill. The State Approving Agencies (SAA's) are located in state agencies across the nation and are the gate through which education and training providers must pass before they can accept a veteran enrollee or trainee into any one of their educational, vocational, or professional programs. In Title 38, U. S. Code, Congress makes provisions for the U.S. Department of Veterans Affairs to obtain these services from the states through annual contracts with State Approving Agencies. The Department of Veterans Affairs, the State Approving Agency, veterans, other eligible persons, and the educational/training facilities all work in partnership. The collective efforts of all these partners help assure participation, accountability, institutional integrity, and program quality. This partnership has successfully worked toward the accomplishment of these goals for over 60 years. Educational and training programs are found in: Institutions of Higher Learning (IHL) are colleges, universities, technical or business schools, offering instruction at the Postsecondary level which leads to an associate or higher degree. The institution must be empowered by the appropriate state education authority (under state law) or accredited by a recognized accrediting agency to grant such degrees. This designation also includes hospitals offering medical-dental internships or residencies without regard to whether the hospital grants a Postsecondary degree. Non-College Degree (NCD) is a program of education or any other institutional vocational/educational training which does not lead to a standard college degree. Apprenticeship training is on-the-job training which has been established as an apprentice program by a training establishment, including a program under the supervision of a college or university, any State department of education, State Apprenticeship Agency, State Board of Vocational Education, Joint Apprenticeship Committee, or the Bureau of Apprenticeship and Training and which has been approved as an apprentice program by the SAA. On-the-Job Training is training given while on the job by an employer who agrees to retain the trainee in employment. Flight Schools is training provided by a Federal Aviation Administration approved school, which leads to a vocational objective in the field of aviation or a standard college degree. The following Certifying Officials are campus representatives whose primary function is to let the Department of Veteran Affairs know if a student is registered for classes. The following are authorized to sign and submit to the Department of Veteran Affairs documents verifying a veteran's enrollment, change in status and any other circumstances that affect the amount of education assistance benefits.
