Governor John Hoeven recommended and the 2005 North Dakota Legislative Assembly approved centers of excellence for economic development to enhance the economy of North Dakota.
Institutions of higher education which are under the control of the North Dakota State Board of Higher Education are to use the application form approved by the Centers of Excellence Commission to apply for centers of excellence funding.
The application below can be downloaded, completed in MS Word and sent to the addresses indicated. Please note: the boxes on the application will expand as information is entered into them.
PROPOSAL SUBMISSION: - Proposals shall be no more than 20 pages in length, double-spaced and with no less than 12-point type, plus any attachments, with the first attachment being the one-page budget.
- Applicants are encouraged to submit proposals electronically.
- Two copies of the proposal shall be submitted initially for review regarding completeness and compliance with legislative requirements.
Electronic copies are to be sent to Justin Dever (jdever@nd.gov) at the North Dakota Department of Commerce.

EVALUATION:
The Commission will evaluate each application using the criteria contained in Section VII. Special emphasis will be placed on creating high-value employment opportunities in the state and less emphasis will be placed on community support, collaboration among institutions, and establishing and meeting a deadline for acquiring and expending all public and private funds specified in the application. All other criteria will be judged with equal emphasis. The legislation allows flexibility for the commission to evaluate based on the above criteria as well as any other factors deemed necessary.
TIME-LINE FOR THIRD ROUND OF CENTERS OF EXCELLENCE FUNDING May 16, 2007
Time-Line: May 16, 2007: Application form, with refinements resulting from legislative changes, forwarded to colleges and universities.
July 27, 2007: Deadline for submission of proposals (to be reviewed for completeness and compliance) to be considered during the fall 2007 round of applications.
Week of August 6th - 10th, 2007: Centers of Excellence Commission meeting to decide if independent, expert review or additional technical review of applications will be needed.
August 13, 2007: Finalize review comments regarding completeness and compliance (allows Commerce and NDUS 17 days to complete this process).
August 14, 2007: Review comments forwarded to colleges and universities (allows 1 day to copy and mail).
August 31, 2007: Deadline for submission of final proposals to be considered during the fall 2007 round of applications (allows campuses 17 days to revise and resubmit).
September 3, 2007: Proposals forwarded to Commission for review (allows 1 business day to copy and mail).
September 19, 2007: Presentations on centers of excellence proposals before the Centers of Excellence Commission (allows Commission members 15 days to review proposals).
September 26, 2007: Centers of Excellence Commission meeting to act on applications (allows Commission members 7 days between presentations and actions on proposals).
Week of October 1st - 5th, 2007: North Dakota Economic Development Foundation Board meeting to act on Commission-approved proposals. Decisions subsequently forwarded to the State Board of Higher Education (SBHE).
Week of October 8th - 12th, 2007: SBHE meeting to act on Commission-approved proposals. Decisions on proposals subsequently forwarded to the Budget Section.
Week of October 22nd - 26th, 2007: Emergency Commission meeting to review proposals and make recommendations to Budget Section.
October 30th, 2007: The Budget Section will meet and could approve, disapprove, or rerefer proposals which have been approved by the Commission, Foundation and SBHE.
November or December, 2007: Centers of Excellence funds could be made available to the colleges and universities.
